Public Access and Right of Way
At one time the area that fronts Oneawa Beach was undeveloped and beach goers could gain access through an empty beachfront lot. Eventually the lots were sold and homes were constructed and beach goers had to find other paths to get to the beach. There is no official beach right of way and today is an issue between the residents of the community and those seeking public access. The city guidelines state there should be a public access every 1/4 mile.

Beach Park Facilities
There are no park facilities on the north end of Kailua Bay and it has been proposed. No final action to date and various groups opposed to access are also in disagreement regarding facilities.
